Possible Premature C-Section

My wife with our second child was induced by pitocin at 1PM after her fluid ruptured at 7Am that day. At 7 she was deemed to be at 4cm and fully effaced, 1later she had an ultrasound to determine size of baby, at 9 her doctor arrived and performed his check saying she was not even 3cm
he also stated that her contractions were ineffective(poor placement of external monitor at change of shift), he stated baby was having decells(nurse said he was not), also stated that her chance for infection was another reason aginst waiting for vag.
Nurse had brought the consent forms to the room shortly after the MD arrived at the hospital along with his assistant. We feel that the MD did not allow the process to continue and that he should have known before delivery day if the child was to big by his last exam and the exam
of my wife, which she states he had not done.
